Background
Tom McGilvray retired from the Massachusetts State Police (MSP) as a Major in 2007. During his twenty-six year career with the MSP, he held various positions across several divisions including Field Services, Administrative Services and Standards and Training. His last duty assignment was Deputy Commander of the Division of Standards and Training where he was responsible for the investigative and regulatory units of the MSP including the Staff Inspections Unit, the Internal Affairs Section, the Narcotics Inspection Unit and the Certification Unit. He supervised both sworn and civilian employees and was responsible to manage all internal audits and investigations of the MSP.
Tom has extensive experience as a commander, investigator and trainer. He was assigned to the Massachusetts State Police Academy where he served as the Director of Training, Executive Officer and then was appointed to serve as Commandant where he was responsible for training thousands of local, state and federal law enforcement officers. Tom was one of the first officers to serve as Commander of the Department's Harassment and Discrimination Unit where he authored policies, provided training and conducted internal investigations involving officer misconduct.
Upon retirement from the MSP, Tom founded Quality Forensic and Investigative Services, LLC (QFIS). QFIS provides services that include consulting, training, auditing, inspections and investigations. In addition to the consultant services of QFIS, Tom provides contracting services both nationally and internationally for the drug testing programs for Major League Sports teams. His drug testing assignments follow strict protocols for quality, chain-of-custody, and confidentiality. Tom provides training and conducts audits of other contracted agents at sport venues, documents findings and make recommendations regarding performance and processes.
The investigative training, experience and high level of initiative that Tom brings to each QFIS case assures innovative solutions while producing tangible results. Tom selects his staff based on their specialized skills and resourcefulness and he uses the latest high-tech gear including covert surveillance cameras, GPS tracking devices and computer forensic examination technology to gather the information needed by a client. Tom recognizes that training, experience, credibility and resources serve as the basic tenets of quality investigations and he applies each of these qualities to every private investigation that he conducts. Tom is a graduate of the FBI National Academy and is a licensed private investigator.

She advises clients for criminal or civil cases, provides expert testimony, conducts trainings and audits, and aids professionals in the TV, film, and book industries with forensic science content of stories.
Background
Mary Kate McGilvray retired from the Massachusetts State Police (MSP) Crime Laboratory where she served as a forensic scientist for nearly 22 years. In 2007, she was appointed to the position of Acting Director of the MSP Crime Laboratory and was responsible for over 200 sworn and civilian forensic examiners who were assigned to nine separate forensic facilities throughout the state. She led all MSP forensic specialties to excellence, including the following areas: crime scene, latent prints, ballistics, digital evidence, breath alcohol, forensic biology (criminalistics, serology, DNA and CODIS) and forensic chemistry (drug analysis, toxicology, trace evidence analysis, and flammables and explosives analysis). She was the first civilian, and the first woman, to oversee sworn police officers performing forensic science work at the Massachusetts State Police. In her role as Acting Director and Quality Manager, Mary Kate achieved ASCLD/LAB accreditation for forensic disciplines staffed by sworn officers - disciplines that had never before been accredited at the MSP. Mary Kate became Acting Director when the Crime Laboratory faced many challenges and she successfully implemented changes and regained the public’s trust of the laboratory.
Mary Kate has a keen understanding of various forensic science specialties, having conducted or aided all disciplines at the MSP Crime Laboratory. Mary Kate has processed crime scenes, examined evidence and testified as an expert witness in state, federal, and military courts for hundreds of criminal cases including sexual assaults, homicides and other violent crimes. She teaches forensic science and DNA science to a variety of audiences including police officers, lawyers, authors and film professionals, students, and the general public. She makes complex scientific issues understandable yet entertaining.
Mary Kate received several awards while at the State Police Crime Laboratory, including the Manuel Carballo Award for Excellence in Public Service, which she received in 1999 for her role in starting the forensic DNA laboratory at the Massachusetts State Police Crime Laboratory. She is certified as a Diplomate by the American Board of Criminalistics, is approved by the FBI to serve as a forensic DNA laboratory inspector, and actively participates in ASCLD/LAB inspections of crime laboratories throughout the country. She has unique insight and skills in all areas of forensic science to help criminal justice entities, lawyers, private citizens, and the media-entertainment industry better understand current forensic science issues. She is currently the president of Quality Forensic and Investigative Services, LLC, providing consulting and other forensic services.
